Route Map
This phase shifts from badge routing into the legendary plot. The main thing to remember: Mt. Pyre sends you to Slateport, and Slateport sends you back to Lilycove.
Route 120 And Route 121
Continue south from Fortree through Route 120. This route gives more Kecleon interactions, rainy battles, and a long path toward Route 121. If you want Absol, Route 120 is one of the memorable places to look.

Route 121 leads toward Lilycove and the Safari Zone. The Safari Zone is optional, but it is a major encounter source for completion and challenge runs. If you are writing encounter tables later, this is one of the pages that deserves a separate Safari Zone breakdown.
Lilycove City
Lilycove is a major hub: department store, Contest Hall, Move Deleter, museum, harbor, and the villain hideout nearby. Your rival waits near the department store and challenges you before you can shop freely.

Heal first. The rival team is not the hardest battle in the game, but it can catch a team that has been worn down by the rain routes. After the battle, the department store becomes a strong item and TM shopping stop.
Mt. Pyre
Surf south from Route 121 to Route 122 and enter Mt. Pyre. The inside is a grave tower with trainers and Ghost-type encounters. The outside path climbs the mountain and advances the story.

At the summit, your version’s villain team steals an orb. Ruby focuses on Team Magma and the Red Orb/Blue Orb plot around Groudon. Sapphire focuses on Team Aqua and Kyogre. The old couple points you toward Slateport Harbor after the event.
Slateport Harbor
Fly to Slateport and go to the harbor. Captain Stern is being interviewed about the submarine. Your villain team interrupts the scene and steals it, which unlocks the Lilycove hideout as the next required dungeon.
This is one of the easiest story beats to miss if you fly straight back to Lilycove after Mt. Pyre. Mt. Pyre -> Slateport Harbor -> Lilycove Hideout is the correct chain.
Magma Or Aqua Hideout
The hideout near Lilycove uses warp tiles and grunts. Clear it before trying to surf east; the route is blocked until the submarine plot moves forward.
Pick up the Master Ball before you leave if you are doing item completion. In Ruby/Sapphire, this hideout becomes sealed later after Tate and Liza, so the Master Ball is permanently missable outside of the Lilycove lottery or trading. It is easy to miss because the warp maze contains fake item traps and optional rooms. Save the Master Ball for a roaming Eon Pokemon, Rayquaza, or a personal favorite if you do not like legendary capture resets.
You do not catch the box legendary here. The hideout is only the chase sequence. The Seafloor Cavern and Cave of Origin happen in Phase 8.
Route 124 And Mossdeep City
Once the hideout is cleared, surf east across Route 124 to Mossdeep City. Mossdeep has the seventh Gym, Steven’s house, the Space Center, and access to late-game water routes.

Do not rush into Tate and Liza with only Fighting or Poison attackers. Their Psychic-type double battle is simple if you prepare and deeply annoying if you do not.

Gym Strategy - Tate And Liza, The Psychic Leaders
Tate and Liza use Lunatone Lv. 42 and Solrock Lv. 42 in a double battle. Their reward is the Mind Badge and TM04 Calm Mind. The Mind Badge lets you use Dive outside battle once you receive it.
Gym Leaders
Tate And Liza, Mossdeep Gym
This is a double battle, so spread damage and partner safety matter. Surf is great if your second Pokemon can survive it.
Surf is the obvious button, but remember that it also hits your partner in Gen 3. Pair Surf with a Pokemon that resists Water, has high special bulk, can Protect, or is disposable under your ruleset. Dark moves, Ghost moves, Grass moves, and Water moves are all useful.
Do not bring two Pokemon that both fold to Psychic. If Lunatone or Solrock gets time to set up or spread status, the fight becomes more annoying than its two-Pokemon roster suggests.
After The Badge
Visit Steven’s house in Mossdeep City to receive HM08 Dive. Teach it to a Water type and prepare for the underwater route puzzle that leads to the Seafloor Cavern.
Version Note Summary
Ruby and Sapphire use different villain teams and legendary framing, but the phase structure is the same: Mt. Pyre, Slateport Harbor, Lilycove Hideout, Mossdeep. The Gym fight is identical.
Phase 7 Checklist
- Clear Route 120 and Route 121 on the way to Lilycove.
- Defeat the rival near the Lilycove Department Store.
- Climb Mt. Pyre and trigger the orb theft event.
- Fly to Slateport Harbor and watch the submarine theft.
- Return to Lilycove and clear the Magma or Aqua Hideout.
- Pick up the Master Ball before leaving the hideout.
- Surf east across Route 124 to Mossdeep City.
- Get the Super Rod if you want late-game fishing.
- Defeat Tate and Liza and receive the Mind Badge.
- Get HM08 Dive from Steven's house.
