Lugia — Whirl Islands

With the Silver Wing from Pewter, return to the Whirl Islands on Route 41 (between Olivine and Cianwood). You'll need SurfWater, WhirlpoolWater, and FlashNormal to thread the multi-floor maze down to the deepest chamber.

Catch read: RecoverNormal drags the fight out; sleep/paralysis plus Heavy Balls or Ultra Balls are the plan.

Optimal call: Lugia has huge defenses and RecoverNormal, so chip slowly. A Heavy Ball works well on it because Lugia is very heavy; otherwise paralyze/sleep and grind down with weak hits + Ultra Balls. Save before the encounter — it's soft-reset friendly.

Roaming Beasts — Final Cleanup

If you haven't bagged Raikou (Electric) and Entei (Fire) yet, now's the time. They roam Johto and flee on turn one, keeping whatever HP/status you've inflicted between encounters.

Ho-Oh — Rainbow Wing via Eusine

In Crystal, Ho-Oh is gated behind catching all three beasts. Once Raikou, Entei, and Suicune are yours, visit Eusine in Celadon City — he hands you the Rainbow Wing and points you to the Tin Tower in Ecruteak. Climb to the summit for Ho-Oh.

Catch read: the sun-boosted Fire BlastFire threat makes paralysis and healing stock matter.

Optimal call: Bring a Rock, Electric, or Water attacker to chip Ho-Oh safely, plus Thunder WaveElectric. It holds a Sacred Ash (full party heal) — handy to keep for the Red fight. Save and soft-reset if you fumble the catch.

Celebi — GS Ball Event

Platform-dependent — Celebi: Celebi needs the GS Ball event at the Ilex Forest shrine. On the original cartridge this was Japan-only; on the Virtual Console release the GS Ball is distributed (collect it at the Goldenrod Pokémon Center after the Elite Four), then take it to Kurt and place it on the shrine to battle a Lv 30 Celebi. If your platform doesn't support it, Celebi is out of scope.

Battle Tower

Crystal's exclusive Battle Tower (on Route 40 near Olivine) is the marquee postgame challenge: runs of seven straight battles against rental-style trainers, with separate level divisions (Lv 50 and open). Win streaks earn prizes. It's optional but the best test for a tuned team.

Optimal call: Build a focused Battle Tower trio in Team Analysis — a lead with coverage, a wall, and a sweeper — and bring held items (Leftovers, Miracle Berry). It's a fun victory lap once your six are maxed for Red.

Catcher Setup

Status user: Thunder WaveElectric (paralysis) or a Sleep move — your safety net for every legendary (no False SwipeNormal in Gen 2).
Weak chip attacker: A high-HP body with a low-power move to whittle without KOing.
Ball stock: 20–30 Ultra Balls for fixed legends, the Master Ball for whatever you fear most, Heavy Balls for Lugia, and Fast Balls for the roamers.
Heavy Ball: Especially good on Lugia (Kurt makes them from Heavy Apricorns).

Time / Day Window

No strict time gates, but the roaming beasts only appear on routes you enter, so chase them with the Pokégear map. Kurt makes Apricorn balls overnight — stock Fast/Heavy Balls a day ahead of your Lugia/beast hunts.

Legendary Note

This phase is the legendary note: Lugia (Silver Wing), the roaming Raikou/Entei, and Ho-Oh (Rainbow Wing after all three beasts) are the main obtainable legends; Celebi is platform-gated through the GS Ball event. Keep the Legendary Reference open as your checklist.

HM Update

No new HMs. You'll rely on SurfWater + WhirlpoolWater + FlashNormal for the Whirl Islands (Lugia) and FlyFlying for fast travel between the beast routes, Celadon, and the Tin Tower. All seven HMs stay slotted across your travel team.

Phase 11 Checklist

  • Caught Lugia at the Whirl Islands (Silver Wing + SurfWater/WhirlpoolWater/FlashNormal).
  • Cleaned up roaming Raikou and Entei.
  • With all three beasts caught, got the Rainbow Wing from Eusine and caught Ho-Oh.
  • (Platform permitting) Ran the Celebi GS Ball event.
  • (Optional) Took a run at the Battle Tower.
